In the Name of Allah, the Most Gracious, the Most Merciful Praise be to Allah, Lord of the Worlds… In line with the vision of the Ministry and the University, which aims to build a vibrant society grounded in firm values to achieve sustainable development and a prosperous economy, the College seeks to enhance the education system and raise its efficiency to meet the nation’s developmental needs. Our goal is to ensure quality education for all citizens, expand access to diverse and high-standard learning opportunities that respond to development requirements, and guarantee continuous improvement, retraining, and professional achievement. It is no secret that we have developed new ideas, plans, and projects for the coming year, aspiring for our College to take its distinguished place that it truly deserves—especially given the vital role that Colleges of Islamic Sciences can play in spreading the principles of true religion. Today, more than ever, the Islamic world needs purification of religion from distortion and misrepresentation promoted by those who seek to undermine it with the help of the weak-minded and self-interested. Our College comprises two departments: Department of Sharia (Islamic Law) Department of Creed and Islamic Thought These departments cover all levels of study, including Master’s and Doctoral programs. Finally, our College would not have achieved its accomplishments without a dedicated team working in harmony and unity of purpose, complementing the University’s vision of modernization to keep pace with today’s world. We ask Almighty Allah to guide our steps toward what benefits our nation and serves its people, to inspire us with innovation and paths of renewal, and to make these efforts among the enduring good deeds that are best in reward and best in hope before Him. Goals
Instilling the values of moderate Islamic thought and promoting comprehensive knowledge of the rulings of the noble Islamic faith. Graduating specialists in Sharia and Islamic studies who are capable of engaging with the modern world through convincing scientific methods, with open-mindedness, awareness of contemporary realities, and understanding of current challenges. Promoting scientific research in the noble Sharia sciences and revitalizing the spirit of ijtihad (independent reasoning) in jurisprudential studies. Working on the scholarly verification and publication of Islamic heritage manuscripts in a scientific manner to bring them to light. Spreading a culture of diversity and constructive difference among all members of society, regardless of their jurisprudential schools, by presenting various theological and jurisprudential opinions and addressing them through academic study. Meeting the needs of society by preparing qualified individuals who can promote religious awareness and reinforce Islamic values through activities such as research, seminars, conferences, and continuing education programs that serve the community.

Creed and Islamic Thought
College Departments Information: Department of Creed and Islamic Thought Preparing academic staff specialized in Sharia and Islamic sciences, with a particular focus on Creed and Islamic Thought, capable of clarifying the truths of Islam and analyzing contemporary ideas related to it. Graduating competent researchers qualified to contribute to Islamic study and research centers, and to undertake the intellectual foundation of the humanitarian Islamic civilizational theory. Department of Sharia Vision: The Department of Sharia at the College of Islamic Sciences strives to be a leading academic and educational center that upholds the highest standards of quality in academic work, scientific research, and excellence in jurisprudence (fiqh), its principles (usul al-fiqh), the objectives of Sharia (maqasid al-sharia), and Islamic economics. The department operates within a framework that harmonizes authenticity and modernity, guided by a moderate methodology that embraces dialogue and coexistence, while preserving Islamic identity in thought and behavior. Mission: To prepare specialists in jurisprudence, its principles, the objectives of Sharia, and Islamic economics—academically, intellectually, and ethically—achieving leadership in the labor market at all levels. The department considers scientific research as a key tool to meet societal needs and promote development while maintaining Islamic identity. Objectives: To enhance the quality of Islamic education and achieve academic accreditation. To prepare qualified graduates specialized in jurisprudence and its principles, both academically and professionally, in a way that meets labor market needs and serves the community. To establish a link between rights and duties in light of the objectives and principles of Sharia, thereby strengthening religious and national loyalty and promoting intellectual security and social cohesion. To enrich scientific research by producing and publishing studies on contemporary issues in reputable journals, supporting research projects for faculty and students of the Sharia Department, and organizing conferences and seminars in cooperation with relevant institutions and research centers. To contribute to achieving the vision, mission, and goals of the College. To develop the skill and ability to understand Islamic legal texts in ways that align with contemporary realities. Since its establishment, the University of Samarra has distinguished itself by providing an integrated academic environment and campus life that offer a wide range of diverse services and facilities. These elements work together to create an ideal setting for students, fostering the learning process and helping them develop their potential, build strong social relationships, and enhance their personal, academic, and professional skills. In pursuit of this goal, the University of Samarra provides many essential services that students need throughout their academic journey. These include student housing, healthcare and psychological and social support, cafeterias, sports fields, libraries and information resources, research and computer laboratories, classrooms, and much more. **Health Center** The health center provides medical care services through an on-campus clinic staffed with physicians in coordination with the health sector of the city of Samarra. The center aims to promote students’ physical and psychological well-being and guide them toward maintaining their overall health and safety. **Student Housing (Dormitories)** The University of Samarra offers suitable housing that provides comfort and an environment conducive to productive academic life for students coming from outside the city. The university housing includes complexes within the campus — designated for female students — and off-campus complexes for male students. Each complex contains several furnished buildings and facilities that meet the diverse needs of residents. The housing facilities are managed by a qualified administrative staff of experienced supervisors and caretakers to ensure students enjoy a comfortable, family-like atmosphere that combines guidance, education, and well-being. **Student Activities Department** The Student Activities Department serves as an outlet for students’ creative energy and a hub for developing their various talents.
