The Department of the Dean’s Assistant for Administrative Affairs is one of the important pillars in the structure of the College of Education at Samarra University. It is responsible for organizing the administrative and technical side in the Deanship of the College and its departments, to ensure the continuity of work in the college with its administrative side, and to provide support and assistance to the scientific departments in the college and to equip them with their requirements, and all of this is done through Creating an administrative environment based on understanding, harmony, love, and dedication in providing duty between the Office of the Associate Dean for Administrative Affairs and its affiliated administrative units on the one hand, and among all of them and the Office of the Dean, the Office of the Associate Dean for Academic Affairs and their administrative units on the other hand.
The Dean’s Associate of the College for Administrative Affairs also seeks to achieve a high continuity in the service and financial management in the college and to organize the affairs of the teaching, administrative and financial staff in a manner that guarantees the rights of this staff based on the University Service Law.

The organizational structure of the administrative assistant’s office
The Office of the Dean’s Assistant for Administrative and Financial Affairs is considered one of the important offices, as among its interests are the administrative and financial matters of the college, and these matters, which include multiple divisions and units, are as follows:
1- Secretary office of the dean’s assistant for administrative and financial affairs which is responsible for carrying out the necessary work such as ; receiving and delivering mail, receiving guests and complaints from faculty members and citizens, in addition to archiving incoming and outgoing formal letters.
2- Financial Accounts Section : This section is concerned with disbursing the salaries of faculty members and organizing the affairs of the procurement committees for all departments. In addition, it carries out the work of tabulating the disbursement of the budget allocated to the college, as well as the disbursement of teaching entitlements such as; the wages of additional lectures and the disbursement of the salaries of lecturers who are not employees.
3- Studies, Planning and Follow-up Section : This section specializes in everything that is concerned with statistics and data related to the college and its affiliates, and the establishment of a database for the employees structure of the deanship and all its formations in addition to the scientific departments. This section also includes the statistics unit and the database unit.
4- Human Resources Section : This section includes the following units:
A – Staff Unit – It is concerned with everything related to staff and teaching staff regarding financial matters.
B – Files Unit – This unit contains the whole files of all faculty members.
C – The printer unit, one of its basic tasks is to edit and print administrative formal letters that are related to the work of the college.
D – The Outgoing and Incoming Unit, it is concerned with documenting incoming and outgoing formal letters that are related to the work of the college in a comprehensive manner.
The office of the Dean’s Assistant for Administrative and Financial Affairs also includes the following units:
The Maintenance and Services Section , which includes the Inquiries Unit, the Drivers Unit, the Exchange Unit, and the Agricultural Unit, in addition to the Maintenance Unit, and the latter is concerned with the maintenance of all college facilities.
A- The Follow-up and Coordination Unit. One of the tasks of this unit is to carry out security tasks related to the security of all college employees and facilities.
B – The Media Unit, which is concerned with the college’s news activities and publishing all activities such as holding seminars, scientific conferences and any social activity, as well as issuing magazines in the college.

The dean’s assistant of the college has the following powers to facilitate the work of the sections under his thumb:
The Administrative Powers;
- Recommending the work of the administrative and technical staff in all the departments of the college in accordance with the requirements of work in the college and distributing them among those sections in a manner that guarantees the interest and needs of the college.
- Issuing orders for appointment, placement, referral to retirement and resignation, except for what is related to the implementation of the displaced Revolutionary Command Council Resolution No. 55 of 1989 and its amendment.
- Approving the granting of regular leaves to technicians, administrators, and contractors of the college’s employees, to be enjoyed inside and outside Iraq.
- Approving the promotion of the college’s technicians and administrators.
- Approval of assigning college staff and affiliates to additional university work.
- Approving the acceptance of medical reports issued from inside and outside Iraq for all faculty members, provided that these reports comply with the controls and provisions contained in the sick leave system No. 76 of 1959 and its amendments.
- Sending letters of thanks and appreciation to the college’s technicians and administrators, in accordance with the provisions of the laws and regulations in force.
- Make the necessary transfers in the administrative staff in the college and in accordance with the requirements of the public interest and in coordination with the dean of the college and the heads of the scientific departments therein.
- Signing the issuance of orders for granting regular vacations, summer vacations, and legally prescribed bonuses for those who are retired from the college affiliates.
- Signing forms for annual bonuses and promotions for administrative and technical staff.
- Granting maternity and childbirth leaves to all college female employees, according to the decisions and instructions in force
Financial Powers; - Approving the transfer of statements and additional periods in accordance with the relevant committees and in accordance with the general conditions of contracting and the applicable laws and regulations.
- Granting monetary and incentive rewards to distinguished faculty members, not exceeding (10,000) ten thousand dinars in each case.
- The authority to distribute the necessary financial allocations among the scientific departments, in coordination with the heads of the scientific departments.
- Approval and disbursement of credits for dispatching teachers, technicians and administrators of faculty members inside the country and for the appropriate periods to complete the task.
- Approving the granting of professional and engineering allocations, contagion allowance, risks, and other approved allocations, in accordance with laws, regulations, and instructions.
- Recommending the referral of the department’s employees to investigation in accordance with the State Employees Discipline Law.
- Propose the issuance of dismissal decisions due to absence for those who exceed the permissible percentage of students of the department or branch according to the instructions in force, providing that they are accompanied by the approval of the College Council.
- Issuing administrative orders to warn or fail students of absences or when they fall short and violate regulations and instructions.
- Issuing administrative orders for giving lectures by associates or external lecturers in coordination with the Deanship of the College and opening records or forms for them with audition
