The Office of the Dean’s Assistant for Scientific Affairs and Postgraduate Studies is responsible in the College of Education for following up all scientific activities in the college in addition to following up everything related to undergraduate and postgraduate students in terms of the course of the educational process and following up on students’ attendance and absence and their commitment to the uniform and checking the records of discipline committees Students and follow up the preparation of exam schedules in coordination with the scientific departments and ensure the application of instructions and controls issued by the Ministry of Higher Education and Scientific Research in addition to the instructions in force for the presidency of Samarra University.
The Office of the Dean’s Assistant for Scientific Affairs and Postgraduate Studies is linked to several Sections : Scientific Affairs Section , Postgraduate Studies Section , Registration Section and Quality Assurance Section, in addition to the library of the College of Education and the University Statistics Unit. Each section has a director who is responsible for the activities of the section and the performance of its duties entrusted to it.
We have had the great honor to entrust this trust to serve the students of our college and university, and we are ready to receive and communicate with our students throughout the week, in a way that contributes to overcoming and resolving all their problems, asking Allah the Almighty to be up to the responsibility in service of our dear University, Samarra, and our beloved country,Iraq.

Powers of the Assistant Dean for Scientific Affairs and Postgraduate Studies
The Dean’s Assistant of the college has the following powers to facilitate the work of student affairs in the college:
- Organizing final exam schedules in coordination with scientific departments.
- Organizing weekly lesson schedules, in coordination with scientific departments, and in the light of classrooms, to ensure the proper conduct of teaching in postgraduate studies.
- Supervising the record of weekly lectures prepared for this purpose, to ensure that all hours prescribed for each subject are covered, according to the instructions in force in this regard.
- Supervising the record of student absences and applying the applicable instructions to students whose absences exceeded the permissible percentages
- Follow-up of postgraduate students’ attendance and discipline in accordance with the applicable regulations and instructions.
- Checking applications for admission to postgraduate studies after receiving them from the scientific departments, unifying them, and submitting them to the university presidency.
- Checking cases of transferring postgraduate studies from other universities to postgraduate studies in the college and referring them to the relevant scientific departments for consideration and addressing the relevant authorities.
- Follow-up postgraduate students in terms of time periods and free them to study in accordance with regulations and instructions.
- Participation in the meetings of postgraduate studies committees in the college when invited by them to discuss matters of postgraduate studies according to the specialization of the departments in order to ensure good performance.
- Preparing a postgraduate student’s discussion statement one week before the examination date, preparing the minutes of the discussion committees, checking them, and submitting them to the College Council.
- Supervising the preparation of annual statistics for postgraduate studies in the college.
- Handing over the examination sheets and receive them in accordance with the applicable rules
- Announcing the results of the exams after their approval by the graduate studies committees in the scientific departments and according to the specialization.
- Providing scientific departments with scores according to a form prepared for this purpose, for approval by the graduate studies committees.
- Coordinating with the scientific departments regarding the delivery of exam questions for the first and second sittings, according to what is in service in preliminary studies.
- Addressing the official departments in everything related to the biography of the postgraduate student, starting from his registration until his graduation.
- Addressing the University Presidency _ Department of Graduate Studies in all matters related to the biography of the graduate student.
- Addressing the official departments to obtain their original approvals regarding the lecturers after specifying their names and their departments by the relevant scientific department.
- Signing the annual bonus and promotion forms for postgraduate employees in his capacity as the supreme president.
- Addressing all official departments and institutions, except ministries, with everything related to these powers
- Supervising the work continuity in the Registration section , distributing work among its employees, and monitoring their working hours.
- Signing the promotion and annual bonus forms for the registration staff, as the direct manager.
- Approval of granting the employees of the Registration section the regular leaves that they deserve within the country, taking into account the provisions of the laws and regulations in force.
- Signing the correspondence of Iraqi, Arab and foreign students with the department concerned with student registration affairs at the university and its colleges and other official offices .
- Organizing lists of accepting new students according to the alphabet, registering them and distributing them to the people in coordination and cooperation with the internal departments.
- Organizing and auditing documents, as well as scores and academic credits , and following up the preparatory study requirements for all academic levels
- Recording students’ semester scores and preparing and keeping records of scores after receiving them from the Examinations Committee.
- Signing requests that refer students to health centers and hospitals.
- Checking students’ absences and listing them in the records, organizing semester schedules with students’ names and the number of absences of each of them, posting them on the bulletin board, and warning students who exceed the legal limit.
For absences, in cooperation and coordination with the scientific departments in the college. - Organizing a comprehensive summary of students who failed, left, and dismissed.
- Signing the students’ identities.
- Supervising students’ cultural, social and sports affairs in coordination with the Federal Committee of the National Union of Iraqi Students in the college.
- Preparing everything related to semester and final exams.
- Applying the uniform dress instructions for students and take disciplinary penalties against violators
- Supervising the implementation of examination instructions approved by the higher authorities in the Ministry and the University.
- Supervising the printing of what students need in terms of reproduction and photocopying in relation to their studies, and after the approval of the head of the concerned department.
- Distributing or granting some of these powers to the employees of the sections associated with his office.
- Signing everything related to the implementation of these powers.
- Approving the disbursement in cases related to scientific and student affairs or higher studies level up to (20,000) twenty thousand dinars in each case, in a condition that the necessary financial credit is available.
In the annual budget of the college. - Approving the payment of wages, allowances, and bonuses for undergraduate and postgraduate Iraqi students, including Arabs and foreigners, as approved by the laws, regulations, and instructions in force.
- Approving the purchase of books, magazines, and periodicals for the college library, with a limit of twenty copies for each.
- Granting financial or in-kind rewards to employees of the administrative and scientific sections affiliated with his administration within the limits of (1000) ten thousand dinars for each case, in a condition that the financial allocation is available.
- Approving the printing of dissertations , theses, reports, and research in external offices in the event that the faculty does not have the self-capacity, and the disbursement of the sums earned thereon, according to
