With the launch of the website in its new look for our dear college, we congratulate our dear members and students on this blessed scientific achievement, and we seek that this site be a link between the college’s affiliates and students in knowing the college’s news and scientific achievements.
The College of Education is one of the colleges of Samarra University. Rather, it is the largest college in the university in terms of its students and faculty members, and it includes eight scientific departments.
The college promotes the achievement of a number of goals, foremost of which is the creation of a conscious generation that leads the education process.
We have great hopes that the college will be a rich source of science and knowledge, and a strong support for building a creative personality in its science, successful in its performance. In the same way , the college deanship makes great efforts to provide an appropriate scientific environment that seeks to provide the necessary support to its students in order to encourage them to excel in scientific research and academic progress .
The college is based on its vision to achieve leadership at the local, regional and international levels in the field of humanities and pure sciences. In its mission, the college seeks to prepare distinguished competencies with giving and creativity in the fields of specialization, enriching innovative scientific research supported by postgraduate programs and contributing to community service.
I wish this scientific institution elevation and advancement, and I ask Allah Almighty to help us in the performance of this trust that has been entrusted to us, and to grant us success for every good deeds and our last prayer is that of praise to Allah , Lord of the Worlds.

Powers of the Dean of the College
The dean of the college has the following powers to run the college’s affairs and implement its goals:
Scientific Powers
The Dean of the College practices the following scientific powers:
- Implementing the decisions of the University Council in relation to the college.
- College administration in terms of scientific, administrative,
educational, cultural and financial aspects. - Following up the progress of primary and higher education in the college.
- Presiding over the college council and its scientific committees , and submitting its minutes to the university president for approval.
- Preparing quarterly and annual scientific reports on the college’s activities.
- Approving the recommendations of the department councils and branches.
- Scientific and administrative supervision of the activities of the scientific departments and the consulting office.
- Recommending the appointment of heads of scientific departments and dean’s assistants.
- Applying all the issued instructions and regulations regarding the organization of scientific and educational affairs and the decisions issued by the College Council.
- Inviting the College Council to convene in an exceptional sessions.
- Forming the main committees in the college and issuing their administrative orders.
- Formation of examination committees for the college and committees for printing examination questions
- Evaluating the annual performance of faculty members in consultation with the head of the department or scientific branch.
- Representing the college in meetings and seminars. Administrative powers*
The Dean of the College practices the following administrative powers:**
- Promoting faculty members, staff, technicians, and administrators, and granting annual bonuses to them in accordance with the provisions of applicable laws, decisions, and instructions..
- Signing contracts for the employment of Arab and foreign teachers, experts and technicians, and setting the conditions for their employment, as well as terminating their services in accordance with the terms of the contract, decisions and instructions in force.
- Delegating all faculty members, administrative staff, and workers inside the country for a period of (60) days for scientific purposes, for training students, or for other purposes required by the interest of the college.
And its basic tasks, granting them the prescribed dispatch allowances, and recommending that they be dispatched outside the country for the aforementioned purposes, according to the instructions in force. - Recommending the transfer of holders of higher degrees (Master’s and PhD) and equivalents.
- Making an overture with all state departments and institutions, except for the higher authorities and the offices of the ministers, in everything related to the affairs of the college from the scientific and educational aspects within the competence of the college, except for what is related to the university’s policy.
- Approving the use of teaching services by state offices and in accordance with the University Service Law.
- Accepting the resignation of employees, technicians, and administrators in accordance with the provisions of the relevant articles in the Civil Service Law in force, after ensuring that they fulfill their obligations towards the state, if any, and that they are duly cleared of their responsibilities, except for teaching staff (SQN 117 of 1988).
- Approving the teaching staff’s assignment after approving the recommendation for their assignment by the relevant department or branch and the College Council, and giving them the allowances for that.
- Approving the travel of all teachers and other employees outside Iraq during the school year in necessary cases that do not interfere with the teaching process to enjoy the usual vacations according to
The provisions of the law, as well as approval of the travel of the aforementioned during the spring and summer school holidays, provided that the dates fixed in the university calendar are taken into account with regard to disengagement and direct. - Paying the accumulative leave salaries of regular leave for teachers who are retired for their university and non-university service, up to (180) days, in accordance with the provisions of paragraph (e) of the article(9) of the University Service Law No. (3) of 1979, as well as the payment of regular leave salaries for technical and administrative employees who are retired, social security, and applicable instructions.
- Considering the acceptance or rejection of medical reports issued from outside Iraq against teachers, technical and administrative staff in accordance with the provisions of the sick leave system No. (76) for the year
1959, amended by Regulation No. (33) for the year 1969, granting sick leaves indicated therein, taking into account the provisions of Article (46) of the Civil Service Law No. (24) for the year 1960, as amended, and the instructions issued in this regard. - Notifying those who are absent from official working hours without a legitimate excuse, including teachers, technical and administrative staff, and issuing orders as having resigned from their jobs, after taking into account the notification of the Directorate of the Legal Department at the university center for those who have obligations with the state to take action regarding the settlement of those obligations according to their pledges and contracts signed with the university or the other offices
- Changing the addresses of the technical and administrative staff in cases that require it, according to the deanship’s discretion, according to the grades approved by the faculty owner, provided that the controls communicated by the faculty are taken into account by University regarding the change of addresses.
- Referring technical and administrative employees to retire when they reach the sixty-third year of age under the aforementioned condition in accordance with the provisions of the amended Civil Retirement Law No. (33) of 1966.
- Determining official working hours within the officially prescribed hours, as needed and the nature of work in the college.
- Granting marital accompaniment leave to teachers, technical and administrative staff in accordance with the provisions of applicable laws, decisions and instructions.
- Granting cash and in-kind rewards to their employees in cases and occasions that require honoring, motivation and encouragement, not exceeding an amount of (50,000) fifty thousand dinars for each case, according to
taking into account the provisions of applicable laws, regulations and instructions, and the conditions for the availability of financial allocations. - Conducting the transfer of employees in the light of the need and the interest of the college, as well as after coordination between the two colleges, making sure that the university / the Planning and Follow-up Section / the owner is provided with a copy of the administrative order
By transferring for the purpose of documenting this in the owner’s records in accordance with the rules - Granting vacations to faculty members during the spring break.
- Appointing the first ten students to the college and providing the university with copies of the orders appointing them for the purpose of notation and after the availability of the certified permanent staff.
- Approving the registration of students for studies.
- Approval of the recommendations of the committees formed in the college Financial Powers
- Granting allowances of all kinds and in accordance with the laws, decisions, instructions and controls issued by the competent authority and in accordance with the provisions of the University Service Law No. 176 of 1976 as amended.
- Approving the purchase and importing of laboratory tools and other supplies, magazines and books, according to the applicable legislation.
- Approving the payment of rewards to those outside the university for training and teaching inside the college, supervising theses, and participating in the comprehensive examination committees and discussion committees according to the legislation in force.
- Approving the commitment and assignment of the various undertakings and contracts related to the conduct of the educational activities of the College and within the limits of the powers mentioned in Paragraph (4) above.
- Granting periods and approving the additional lists of all works or undertakings mentioned in paragraphs (4 and 5) above.
- Approving the designs, maps and studies conducted by the engineering divisions or specialized consulting offices regarding expansions or additions in the buildings and facilities of the college or its affiliates.
- Rewarding the college’s employees, working and non-working, for efforts, works, activities, or sacrifices in the performance of work, up to an amount of (25,000) twenty-five thousand dinars in each case.
- Approving the write-off of damaged and lost state funds for reasons other than willful negligence, up to a limit of one million dinars. College of Education _ Media Office
