The Department of Qur’anic Sciences and Islamic Education at the College of Education for Human Sciences – University of Samarra organized a scientific seminar entitled: “Fiqh al-Waqi‘ in Qur’anic Interpretation: How Do We Understand the Qur’an Today?” It was delivered by Assistant Lecturer Ghazi Faisal Mohammed.
At the outset, the speaker addressed the problem of linking the Qur’anic text with the changing realities of contemporary life, emphasizing the importance of considering the historical and linguistic contexts of the texts, as well as taking into account the objectives of Islamic law (Maqasid al-Sharia) in the process of interpretation.
From this perspective, he explained that fiqh al-waqi‘ represents a methodological tool that enables a proper understanding of Islamic rulings and their application in a manner consistent with social and economic transformations.
Regarding the main themes, he outlined the concept of fiqh al-waqi‘ and its importance in interpretation, along with its foundational principles, foremost among them adherence to the authoritative texts, analysis of contemporary circumstances, and the activation of ijtihad (independent reasoning). In addition, practical examples were presented, covering issues related to family matters, modern financial transactions, and medical aspects.
In terms of challenges, the lecturer concluded by discussing the difficulty of reconciling the fixed nature of the text with the demands of the modern age, as well as the need for researchers who possess an integrated background combining Islamic sciences and modern knowledge.
The seminar concluded by emphasizing that fiqh al-waqi‘ in Qur’anic interpretation constitutes an effective approach to producing a balanced understanding of the Qur’an, contributing to offering realistic solutions to societal issues within the framework of Islamic law.
