In partnership with the Community Police, the College of Engineering discusses mechanisms for monitoring, treating addiction, and protecting students
The Psychological Counseling and Educational Guidance Unit at the College of Engineering, University of Samarra, represented by its official, Dr. Shaymaa Hisham Abdulmalik, organized a specialized awareness lecture titled: “Legal Aspects of Drug Crimes and Mechanisms for Deterrence and Treatment.” The lecture was presented by Colonel Abdul Kareem Omar Hamada, Director of Community Police in Samarra, and Lieutenant Colonel Bashar Abdulhameed Jaafar.
The lecture covered the legal framework for drug crimes within Iraqi legislation, detailing the prescribed penalties for drug promoters and users. A precise explanation was provided on the legal differences between the crimes of trafficking, promotion, possession, and use, as well as the circumstances that lead to an aggravated sentence.
The presenters emphasized the pivotal role of the Community Police in early monitoring, field follow-up, and effective coordination with educational institutions to curb the spread of this scourge.
Simultaneously, the session highlighted the legal deterrence mechanisms that achieve justice and balance between protecting society and considering the humanitarian dimension in dealing with addiction cases.
Furthermore, they pointed out the importance of available treatment and rehabilitation programs and the integration of security, health, social, and religious efforts.
In conclusion, emphasis was placed on the social, security, and economic repercussions of drug proliferation, noting that the youth and student demographic are the most targeted group. This necessitates the intensification of awareness programs within the university campus and other educational institutions.
