Two Faculty Members from the University of Samarra Participate in a Training Course at the Iraqi Ministry of Finance

Assistant Lecturer Waleed Sameer Hamoud (Director of the Department of Auditing and Internal Control) and Assistant Lecturer Mohammed Ahmed Mahmoud (Head of the Financial Affairs Division) from the College of Applied Sciences took part in the activities of a training course held at the Financial and Accounting Training Center at the Ministry of Finance, under the theme “Program and Performance Budgeting.”

The organizers aimed to train accountants from all state departments on the implementation of program and performance budgeting, and to equip the trainees with the necessary rules and skills to begin working with this modern budgeting system, which is set to replace the traditional line-item budgeting according to the ministry’s directives.

Additionally, the instructors discussed the concept of program and performance budgeting, its features, the differences between it and traditional budgeting, and the reasons for transitioning to this new system.

The course lasted for one week, starting from April 13, and included participation from the two University of Samarra faculty members along with more than 40 participants from various ministries and government agencies.
