A Faculty Member at the University of Samarra Publishes a Book on Legal Regulation in State Institutions

Assistant Lecturer Haidar Fouad Fawzi, a faculty member at the College of Law, University of Samarra, has published a new book through Ritaj Publishing and Distribution House, titled “The Legal Regulation of the Work of Engineering Departments in Iraqi State Institutions.”

The author addresses the legal framework governing the operations of engineering departments within Iraqi governmental institutions, highlighting their historical development and the legal scope of their functions. He also explores the overlap between the laws that govern their activities.

The book further discusses the oversight of the performance of these engineering departments, the legal responsibility of their employees, and the connection between their work and the quality of public facilities.

The book concludes with a call for comprehensive legislation to address the legislative shortcomings related to administrative contracts—especially public works contracts.

Fawzi also recommends the implementation of stricter oversight measures to curb the spread of administrative corruption in the application of such contracts, aiming to ensure efficient and transparent project execution.

On its part, the Media and Government Communication Department at the Presidency of the University of Samarra congratulates Assistant Lecturer Haidar Fouad Fawzi on his new academic publication, wishing him continued success in his academic career.
