Professor Sabah Alawi Khalaf Publishes a New Book on Islamic International Treaties

Professor Sabah Alawi Khalaf, President of the University of Samarra, has released a new book on law titled “Islamic International Treaties under the Zengids and Ayyubids Compared with Public International Law.” The book was published this April by Al-Risalah Publishing and Distribution House.

In this work, Dr. Alawi explores historical developments and attempts to provide a comprehensive vision of what the Muslim nation can strive for in the modern era, especially when viewed in light of the obligations and frameworks imposed by contemporary international law.

The significance of the book lies in its unveiling of Islamic values in the context of international relations during both peace and wartime, with various peoples and kingdoms of the past. This comes in contrast to the brutal conduct often associated with Western powers in territories they occupied.

The author highlights the noble and humane aspects of Islamic conduct during that period, particularly in the treatment of prisoners of war and civilians in areas under Muslim control. He also reinforces the notion that the Islamic community has long been an advocate of peace, while refuting misconceptions often propagated by the West about Islamic thought.

On behalf of the University of Samarra staff, the Department of Media and Government Communication extends heartfelt congratulations to the university president on his new scholarly contribution—especially notable as it explores a field different from his core specialization in Arabic language, all while he continues to shoulder extensive administrative responsibilities and strive for the advancement of the university across all levels.
